PIKEVILLE, Ky. (WTW) — The commonwealth attorney for Pike County said a state program to grant about 1,000 prisoners an early release is putting “time bombs” on the streets.

The “mandatory re-entry supervision” program was a cost-saving measure approved by state lawmakers last year to allow some prisoners within six months of their release date to leave early under the supervision of Probation and Parole.

But Pike County’s top prosecutor Rick Bartley told The Appalachian News-Express the people being released are not first-time offenders and are inmates that have not been granted parole through normal means (http://bit.ly/z6Fh8c).

He said the chances that these inmates will reoffend are great and called them “time bombs waiting to explode on somebody.”
