Last year, an early prison release program designed to save the state money nearly cost Gov. Pat Quinn an election.
Operation MGT-Push was supposed to allow early release of nonviolent offenders from Illinois prisons based on “meritorious good time.” Instead, some inmates convicted of violent crimes were mistakenly released, and the Illinois Department of Corrections had trouble figuring out exactly who had been released, under what criteria and where they were afterward.
MGT-Push was suspended, and Quinn ordered an investigation of the program. The resulting report uncovered an alarming lack of coordination within the Corrections Department concerning inmate information. All told, the department spread information across 41 different data systems, the report found.
